Art has an artfully maintained unkempt appearance, which he maintains with the same fastidiousness that one might apply to looking suave or businesslike. In short, he prides himself on his messy-chic; uncombed, oily hair, slight stubble, and a loose-fitting dress shirt and coat all contribute to this appearance. If anything, the apocalypse making everyone else look sloppier has only served to lower the impact of his 'appeal'.
As for his actual person, he has a neutral complexion that speaks of some acceptable time spent outdoors, but no musculature to indicate professional training or manual labor. His hair, eyes, and cleanliness of skin are all 'brown' usually, matching his wardrobe. Overall it's pretty tall, but he takes great care to draw attention to other aspects of his appearance, so it doesn't usually contribute to either his intimidation factor or his appeal.
personality
If the name wasn't enough indication, Art enjoys jokes and falsehoods for the sake of it. Even in the apocalypse, he tries not to take things too seriously. For most people, this would be considered a defense mechanism, but Art isn't the type to get hung up on things either way. He has a grimly optimistic take on things most of the time, the sort of outlook that says, "Life is shit anyway, so any moment that isn't shit should be appreciated fully." His irreverence can get on peoples' nerves, but he likes to think he's a good guy deep down. Pretty deep down. Might need a shovel...or an oil pipeline.
He does have a problem getting close with people, as evidenced by his choice of name. Perhaps there's more to him, but who would ever know?

He can watch porn and drive at the same time. This is his go-to response if someone (of the proper age and humorous sensibilities) asks him whether he's got a 'gift'.
background
It should go without saying, but "Art Vandelay" is not his real name. It wasn't even a fictional character's real name, which is really taking the 'fake name' gag to its logical extreme. However, such an obviously obfuscated identity made it easy for people to contact Mr. Vandelay when his services were needed before the apocalypse.
Before everything went down, Art worked as a smuggler. He had that sort of half-arsed code of honor that made him turn down sketchy jobs like slaves and drugs. Luckily, that was hardly ever an issue: people wouldn't trust a freelancer with payloads like that anyway, not until he'd made a real name for himself. Instead, Art trafficked more innocuous things, like mysterious artwork, refugees, and occasionally drugs that weren't really all that dangerous compared to what was already legal.
His last ever commission wasn't really a smuggling job, as a matter of fact. When the alarms went off, Art was already prepared to move. Even though he wasn't quite near the safe zone, he had fast wheels and the words 'reckless vehicle usage' permanently attached to his traffic record. One of his clients asked him to take their daughter. In accordance with his high personal standards, his package arrived safely in one piece, if a little bruised by the seat belt. The client's fault for not paying extra for 'delicate handling', obviously.
Of course, there's not much call for driving around anymore, but Art does his best at the forefront of the scavenging teams. Though he didn't fight much in his criminal days, he's ultimately more at home when in a bit of danger than languishing somewhere safe. He and the daughter still chat from time to time.

Art possesses a few trivial talents in normal life which don't really reach the level of a 'gift'. He can drive through any weather perfectly as if it were normal weather, and he can usually sense when an animal is about to take a dump sometime soon.
If people catch his fake name, he will immediately retort that his real name is "George." Whether or not this is true remains a mystery.
